Outline application for residential development.

The Sub-Committee considered the report of the Director of Planning and Building Control which examined the merits of the above application in light of the Waveney Local Plan Residential Allocation and the Development Brief produced for Development Control Guidance purposes.

The application straddled the Lowestoft and Rural Planning Sub-Committee boundaries and therefore required the approval by both Sub-Committees. The Lowestoft Planning Sub-Committee had considered the planning application at its meeting on 1 October 1997 and given approval. The proposals broadly accorded with the spirit of the Development Brief and the Director recommended approval, subject to appropriate conditions and the successful completion of a Section 106 Agreement.

The Director explained that following approval of this outline application there would be several detailed applications submitted as the development would be phased. He could foresee difficulties in taking these applications to both Sub-Committees and suggested as the majority of the development was within the Lowestoft Planning area that the Sub-Committee be delegated to approve the applications. Members were happy with this proposal provided that the members for Gisleham could attend the appropriate meetings.

RESOLVED

1. That planning permission be granted to application W11123/27 subject to appropriate conditions including, inter alia:

(a) an archaeological survey;
(b) completion of a distributor road to base course level between Airedale and Deepdale for use of construction traffic in a clockwise direction entering through Airedale and leaving via Deepdale; (c) hours o fuse of distributor road to be 7.30 am - 6.00 pm Monday to Friday, 8.00 am - 4.00 pm Saturday and no works to take place on Sundays or Bank Holiday; (d) barriers to be erected across both ends of the distributor road at Airedale and Deepdale when not in use; (e) upgrading of the distributor road for public use on completion of the 103 dwellings; and (f) the satisfactory completion of a Section 106 Agreement covering the following:

(i) off site highways requirements, as required by Suffolk County Council (ii) a parkland area
(iii) open space and play equipment
(iv) contributions towards a Community Centre
(v) social housing
(vi) phased financial contributions towards existing and new schools, if properly justified by the County Education Officer

2. That consideration of detailed applications relating to W11123/27 be delegated to the Lowestoft Planning Sub-Committee, subject to the local ward member for Gisleham being invited to attend meetings of the Sub-Committee to speak on these applications under suspension of the Council's Standing Orders.
