At its meeting in August 1997, the Sub-Committee approved the above application subject to a condition that no floodlighting would be installed without the written approval of the Planning Authority. The applicant had since been investigating the aspect of the scheme, because he argued that evening use during the winder months was essential to the viability of the project.

As a trial exercise, a sample 1000 watt sodium floodlight had been erected in the correct location, and the Principal Planning Officer had made an evening site visit to Burgh St Peter, directly opposite the proposed range on the Norfolk bank of the river. From here, it was apparent that, even at a distance of over a mile, glare would be experienced by the occupiers of five residential properties located near to the Staithe. Four of these residents had lodged strong objections, together with the Broads Authority Project Officer.

Light pollution was a relatively new planning consideration but it was already apparent that many people, particularly those living in rural areas, found the presence of bright lights at night time very objectionable. The trial exercise revealed that the four powerful floodlights proposed to be installed would have a very significant impact upon the number of residential properties. In the circumstances, the applicant had been asked to investigate alternative lighting schemes.

RESOLVED

The permission to install floodlighting at the approved golf range at White House Farm, Barnby be refused.
