V25-978 : W15147 - DEMOLITION OF BECCLES MALTINGS

The Director of Planning and Building Control reminded members that listed building consent was granted in May 1996 for the demolition of Beccles Maltings, subject to a number of conditions:

(i) demolition work was to be completed by the end of April 1997 and the site levelled and reinstated;

(ii) the Maltings Office was to be retained and made weatherproof in accordance with a scheme previously agreed with the Planning Authority;

(iii) a substantial close-boarded fence was to be erected to enclose the Station Square frontage of the site;

(iv) the bottom 2m of the brick walls facing Gosford Road was to be made good with infilling and copings, or a new boundary wall erected in its place.

The Director was now satisfied that condition (i) had been met, but none of the remaining conditions had been complied with and the applicant had not responded to an earlier reminder.

The Chief Executive informed the Sub-Committee that Ingate Garages Ltd had now been identified as the owner of the Maltings following the recent Crown Court appeal by Mr Boast. Members were advised that action could be taken against the company but a judgement against then would likely cause insolvency with the Council being unable to recover its costs and the redevelopment of the site prejudiced.

RESOLVED

1. That the Chief Executive be authorised to issued a Breach of Condition Notice and to take all pursuant action to ensure compliance with the conditions of consent W15147, in respect of land at Beccles Maltings.

2. That no further action be taken in respect of the unauthorised demolition of Beccles Maltings.
