V25-932 : DOG BAN BYELAW - BEACH SOUTH OF CLAREMONT PIER
The Director of Community Services reported on a proposal for a new byelaw to ban dogs from the Victoria Beach, which extended southwards from the Claremont Pier to Pakefield, from 1 May to 30 September. A dog ban was considered necessary for the following reasons: (a) the Victoria Beach was at least as well used by the public as the South Beach and its cleaning regime, safety provisions, facilities provided and management were of equal standard. Despite signage there was considerable confusion by the public as to whether or not dogs were allowed on Victoria Beach and a dog ban would provide consistency for the whole stretch of the resort beach. (b) health and Safety - The health dangers from dog faeces were well documented, and despite the cleaning regime buried faeces could easily be missed. (c) the Beach could meet all the criteria to gain a Blue Flag Award with the exception of having a dog ban. It was important that the views of the public, including dog owners who currently used the Victoria Beach were taken into account, although the Council was under no such obligation. A notice would be placed in the local press and on the site itself advising the public upon the consultation process. It was anticipated that the consultation period would expire on 28 November 1997 and a report would then be made to members. This report was brought to Policy and Resources rather than Community Services Committee to meet the necessary time scale. Entries to Blue Flag 1998 had to be submitted by the end of December 1997, and the entry would be allowed subject to the byelaw being made by 1 May 1998. RESOLVED
That an informal public consultation exercise be undertaken on the making of a byelaw to ban dogs from the Victoria Beach from 1 May to 30 September.
