V25-914 : CONCESSIONARY BUS PASS SCHEME - ADMINISTRATION SYSTEM
The Director of Central Services reported that at the last meeting of the Joint Officer Working Group it was proposed that changes should be made to the existing administration of the above scheme and that each authority would outline these changes to members for their consideration. The existing passes had been in use for some years now and it was felt that these should be updated to overcome the size related problems, to improve security, reduce the current level of abuse, and derive cost savings. The proposal was to adopt a new style pass which would incorporate an ID photograph of the holder. The existing price of the pass had remained constant for the last five years and the consensus of the Officer Group was to raise the price for 1998/99 to £6. It was considered that this and other options should be considered as part of the 1998/99 revenue budget review. There was a need to improve the flow of information between the District Councils, County Council and the scheme consultants, MCL Transport. This could be done by adopting a common software system or common data specification. The advantages of this will allow better transfer of data between parties and allow information on passes issued to be available sooner. Minor amendments to the existing computer systems were needed and could be carried out fairly easily without increased financial costs. The existing contingency fund would meet any cost of upgrading. RECOMMENDED
1. That the new style bus pass incorporating ID photograph be introduced with effect from 1 April 1998, and that an increase in the bus pass price be considered as part of the budget review exercise for 1998/99. 2. That a common software system be adopted to facilitate the administration of the concessionary bus pass scheme.
