Application for erection of a poultry unit.
The Director of Planning and Building Control reminded members that this application had been considered at the two previous meetings of the Sub-Committee. The application was deferred pending the satisfactory resolution of the outstanding issues of landscaping, drainage, and the disposal of bird carcasses. The applicant had given assurances that landscaping works would commence by the end of February, however, very little work had taken place to date. The Environment Agency were intending to visit the site when the units were being cleaned out to view the existing drainage arrangements and to assess if their proposed solution would be satisfactory. The Director had received no confirmation that this had been completed. The trailer which contained the bird carcasses had been resited at the back of the poultry units and a steel lid had been installed. The applicant had advised that should the trailer become full during the seven week process the bodies would be buried in accordance with MAFF procedures. The Director had visited the site recently and viewed a wheelbarrow of dead chickens half covered with tarpaulin left on the site's boundary. He considered that further approval on this site should not be granted until there was a very marked improvement in the management of the site as a whole. He recommended refusal as the proposal would be detrimental to the neighbour. RESOLVED
That planning permission be refused to application W5434/8.
