V25-90 : ELLOUGH AIRFIELD
The most recent permission for this site permitted the use of the former heliport as an airfield for light aircraft including flight training. A Section 106 Agreement controlled, inter alia, the level of use of the runway, limiting the total number of 'movements', a take-off or landing, to sixty in any one day. Since this permission was granted the airfield had only operated at a low level of use. An inspection of the flight log book had revealed that, apart from a two day peak of pleasure flights during the Beccles Regatta, the highest number of movements per day during 1996 was 30. The flying instructor had requested that on up to four occasions during the summer of 1997 a maximum of 180 flight movements per day be allowed. This would be once per month. The idea was to hold events such as barbecues, treasure hunts etc which would attract light aircraft from across the country. The anticipated demand for such events was very difficult to predict and the applicants stressed that their request was for an experimental period. The local ward member had spoken with the surrounding Parish Councils and made an alternative proposal which permitted 160 movements on one day in the months of June, July and August. This would give a sufficient trial period to assess the proposal. The applicant had indicated that she was happy with this alternative. RESOLVED
That a temporary relaxation of the Section 106 Agreement relating to W594/40 be approved to allow a maximum of 160 movements per day once a month during June to August 1997. PLANNING APPLICATIONS
