V25-89 : HAYWARD UNITED FARMERS LIMITED, BENACRE ROAD, ELLOUGH

This development was approved in March 1996 and was subject to a number of planning conditions reflecting the location of the site away from the established industrial areas at Ellough.

In particular, there was a requirement for screen planting along the site frontage and around the proposed display area, and a restriction on the display of farm machinery for sale to a defined area at the side of the workshop building.

As a result of correspondence with the applicant and on-site discussions with the Council's Landscape Adviser substantial new planting was now being carried out. However, the applicant had requested that he be permitted to display new farm machinery for sale at the front of the premises in addition to the approved area at the side of the building.

In the opinion of the Director of Planning and Building Control such display would be difficult to control and would be likely to adversely affect the character and appearance of the surroundings until such time as the new planting effectively screened the area in question from public viewpoints.

Several members were anxious that it would take up to five years for the screening to be effective, and refusal could be detrimental to the future of this business. It was a priority of this Council to safeguard existing employment.

RESOLVED

That the Director of Planning and Building Control be given delegated authority to approve a variation to condition 6 of W594/41 to allow farm machinery to be displayed for sale at the front of the premises.
