V25-887 : RELEASE OF CAPITAL RECEIPTS
The Director of Central Services reported that notification had been received that the Council would receive a supplementary credit approval of at least £251,000 for 1997/98 under the Government's Capital Receipts Initiative. The distribution of these resources took account both of authorities' assessed needs for housing investment expenditure and of the receipts generated. The Government had issued guidance on how the additional spending should be applied to a broad range of housing and housing related regeneration works. Housing works included: renovation and improvements to Council housing; provision of new or rehabilitated social housing in partnership with Registered Social Landlords; private sector renewal grants; improving the energy efficiency of Council and private sector housing; paying grant to a Registered Social Landlord for expenditure on transferred housing; raising the quality of neighbourhood. Housing related regeneration works: the Government was content to see not more than 15% of the SCA to be used for housing associated regeneration works, eg projects which help to reduce crime and vandalism on estates, provide leisure facilities on estates or improve the employment prospects of residents. The involvement of private sector partners and linkages with SRB was commended. Where possible, works programmes should be linked to the Government's Welfare to Work programme and to the National Childcare Strategy. The revenue consequences of the additional expenditure were provided for through HRA subsidy or through Revenue Support Grant. Various monitoring returns were required by the Government and authorities were required to indicate by 20 October whether or not they wished to take up their SCA entitlement. RESOLVED
That the Council takes up any SCA available in 1997/98 under the Capital Receipts Initiative and that an appropriate works programme is agreed with the Chairman and reported later to the Housing Sub-Committee.
