V25-88 : BECCLES TOOL HIRE, ST ANNES ROAD, BECCLES

In October 1996 planning permission was granted for a change of use of the St Annes Road Garage to a tool hire outlet with associated retail sales.

Condition 3 of the consent stated that "The use hereby permitted shall only take place between the hours of 8am to 6pm Mondays to Fridays and between 8am to 1pm on Saturdays and at no time on Sundays or bank holidays".

The proprietor of the business had requested that this condition be varied to allow the business to be open on a Saturday afternoon until 4pm and between 10am to 4pm on Sundays. He argued that there appeared to be a demand for the associated retail sales, which included gardening items, at these times.

Whilst it was accepted that these premises in St Annes Road had been in commercial use in the past, officers were concerned that the business was situated in a predominantly residential area where the amenities of the local residents could be affected by increased disturbance and noise at the weekend.

Since preparing the agenda for this meeting the applicant had informed the Director of Planning and Building Control that he would be submitting an application to vary the opening hours. The Director recommended that no action be taken at this time and an application awaited.

RESOLVED

That an application be awaited to vary condition 3 of W1557/7 to extend the opening hours of Beccles Tool Hire.
