PLANNING APPLICATION REFERRED FOR DECISION
The Committee considered the report of the Director of Planning and Building Control in respect of the above application which had been referred by the Rural Planning Sub-Committee for determination. The application was for the construction of a detached house and new vehicular access at OS Plot 166, St. James South Elmham. The site had a road frontage of 63 metres and the proposal would be located between other mainly widely-spaced properties on the north side of the lane. The recommendation of the Director of Planning and Building Control was for refusal in accordance with previous decisions as the proposal was contrary to Policy V3. He did not consider this development to be infill and advised that approval would make it difficult to resist comparable proposals in the vicinity, the cumulative impact of which would be damaging to the character of St. James. The recommendation of the Rural Planning Sub-Committee was for referral to the Planning and Transportation Committee with a recommendation for approval, as it was considered that the application constituted acceptable infill in the location, and would not set a precedent. The local ward member considered that the application was of good design, and referring to PPG7 felt that it achieved as aspects of sympathetic and compatible grounds. The majority of members considered that the proposal was acceptable infill in this particular rural location, and was unlikely to set a precedent. RESOLVED
That planning permission be granted to application W15837/3.
