Application for change of use from flat to bistro.
The Director of Planning and Building Control reported that a proposed private members club had been refused at the May meeting of this Sub-Committee at this location on grounds of impact on the adjoining flat, lack of parking facilities and general disturbance. At the last meeting of the Sub-Committee the above application had been deferred for a site meeting. The proposed opening times of the bistro were 9.30am - 11pm. Snacks and coffee would be served to shoppers during the day, and in the evening up to seven tables would be available for dining, with a drinks licence. Due to potentially seven additional cars using the site and the proximity of adjoining flats, the Director felt that the current proposal did not overcome the previous objections, and recommended refusal. Members who knew the area were of the opinion that there was no objection to evening use of the bistro, only to the daytime use as this was a thriving shopping arcade greatly used during the day. A permitted opening time of 6pm - 12pm was suggested. There was a video shop in the arcade open during the evening, and a public house across the road, so there should not be a great increase in disturbance. RESOLVED
That the Director of Planning and Building Control be given delegated authority to grant planning permission to application W11585/2, for a 12 month trial period, subject to opening being limited to 6pm - 12pm.
