V25-76 : W6791/21 - PHASE 1 PARKHILL/PLEASUREWOOD, YARMOUTH ROAD, LOWESTOFT
Application for the construction of 101 dwellings, local distributor road, estate roads/sewers, associated open space/play area, and landscaping. The Sub-Committee considered the report of the Director of Planning and Building Control, the recommendation of which was for approval, subject to appropriate conditions. The Director of Planning and Building Control added that a cycle measure to link the first isolated pocket of development to Benjamin Britten High School and a toddlers play area on the larger area of open space were to be negotiated with the developers. Members expressed concerns that the extra traffic to be generated by the development would coincide with the busy A12 and existing Tesco store and Pleasurewood Hills traffic, asking for Highway safety measures to be incorporated in regard to children having to cross this busy stretch for schooling. The designs were for family houses, presumably with further school places therefore generated by this and adding to the problem. In reply to a members question on the 'de-gassing' of a former landfill site at Parkhill, the Director of Planning and Building Control confirmed that Suffolk County Council monitoring had shown this area as now suitable. Although not a requirement, as an added precaution though, the developer had agreed to fit suitable membranes into the properties. RESOLVED
That planning permission be deferred on application W6791/21 pending a further report on highway requirements in relation to education establishments.
