V25-721 : TRADING ACCOUNTS 1997/98 - MONITORING
The Committee considered the joint report of the Director of Waveney Contract Services and Director of Central Services on the 1997/98 Trading Accounts position, requested following the poor results of 1996/97. The Director of Waveney Contract Services took members through the published table, which would be updated and published for each further meeting. It was stressed that the main accounting problem's for the Department came through those accounts under the auspices of the 1980 Act. Projections for those under the 1988 Act were by their nature far easier to administer and record accurately. Accounting problems from Highway works were highlighted, where the client had asked for block amounts of £10,000 to be invoiced. Members asked why at column five figures relating to previous years were included. The Director of Waveney Contract Services relayed that this was due to Programmed Maintenance work, which was not invoiced until the overall group was completed. There were 31 PM groups budgeted in £30,000 blocks. The Chairman considered that the position of Programme/Client Committees had an effect, which the report made clear to members. He was reminded that those clients also had a responsibility for best value. Members asked whether the closing of accounts could be speeded up. The Director of Waveney Contract Services spoke of his department's constructive discussions on this subject with the Director of Housing and Environmental Service and he would welcome any measures to speed up the process. The Director of Waveney Contract Services also confirmed a recent up turn in agency work for the department as regards the A12. RESOLVED
