The Sub-Committee were reminded that at the meeting on 6 January 1997 planning permission and listed building consent was refused for proposals to convert the main building from retail and industrial/storage to retail on ground floor, four flats on upper floors, the height increase of the ceiling on ground floor, and partial removal of partition walls. In exercising executive powers to frame reasons for refusal, as made clear on every agenda, the Director of Planning and Building Control drafted and sent out a refusal notice which, inter alia, gave as a reason for refusal, the inadequacy of the access and the consequent possible need for vehicles to reverse onto Whapload Road. The Applicant, who attended the meeting, maintained that his notes indicated that members did not discuss, let alone express concern, the access issue, and accordingly such reason should not be included on the refusal notice. Officers' notes were to the contrary but the final minutes did not resolve the issue. In the circumstances, members were requested to indicate whether or not they were, and continued to be, concerned about the specific issue of access in relation to the proposed development. RESOLVED
That members were in full agreement that the access issue as grounds, inter alia, for refusal, had been discussed and agreed at the meeting on 6 January 1997.
