V25-705 : QUORA OF MEETINGS OF REVIEW BOARDS
Following the implementation of the Housing Act 1996, the Committee had agreed the following constitution of Review Boards: i) Housing Benefits Review Board
Independent Chairman, five Councillor members, and seven Councillors as reserves. ii) Homelessness Review Board
Independent Chairman, seven Councillor members and three Councillors as reserves. iii) Introductory Tenancy Review Board
Independent Chairman and six Councillor members.
In practice it was difficult to arrange for all members or reserves to be available at any one of the Board meetings, particularly during holiday periods. It was suggested that a Quorum be authorised for each of the Review Boards, mirroring the principle of Standing Orders in relation to meetings of the Council's Committees and Sub-Committees, enabling business to be transacted when the attendance of all members of the relevant Board was not possible. RESOLVED
That business shall not be transacted at any meeting of the Housing Benefits Review Board, Homelessness Review Board or Introductory Tenancy Review Board unless at least three members of the relevant Review Board are present, including the Independent Chairman. *Policy Decision
