V25-703 : MANDATORY DISABLED FACILITIES GRANTS

The Chief Executive reminded members of the existing Policy in respect of applications for Disabled Facility Grants, where any application where the estimated cost of the works exceeded £8,500 was referred to the Housing Sub-Committee for determination.

As a result of procedures recently put in place, the Council could now be satisfied that the Occupational Therapist of Suffolk County Council, consulted on disabled facilities applications, had a more accurate and realistic understanding of the Council's financial position and were not seeking to promote schemes for grant aid which were other than necessary and appropriate.

The interests of applications where statutory predetermined decisions were made were therefore obviously better served if an immediate decision could be made upon receipt of the application, as in an extreme case for example, an application could be received a day after a meeting of the Sub-Committee. The applicant would then have to wait for another six weeks until the next meeting, even though the Sub-Committee had no choice but to approve the application.

RESOLVED

1. That determination of applications for grants for disabled facility works which are mandatory (in that they satisfy the criteria in sections 23 (1) and 24 of the Housing Grants Reconstruction and Regeneration Act 1996 be delegated to the Director of Housing and Environmental Services.

2. That applications for such grants which do not satisfy the criteria in Sections 23(1) and 24 of the 1996 Act be referred to Housing Sub-Committee for determination.
