V25-659 : HOME ENERGY CONSERVATION ACT 1995

The Committee considered the report of the Director of Community Services which updated members on the initiatives which had been pursued in meeting the requirements of the Home Energy Conservation Act 1995, to provide an energy conservation report identifying energy conservation measures for residential accommodation in the Council's area. The 1997 report would be submitted with the Housing Investment Programme bid, and a software database had been set up to assist in its preparation and leaflets had been prepared containing energy efficiency advice for the public.

Further action proposed included assistance being sought from other departments, increasing the scale of the energy advice service with advertising, the provision of a budget to meet the costs of expanding the service, and increased efforts to obtain support for the service outside the Council.

RESOLVED

1. That the actions outlined under paragraph 7 of the report of the Director of Community Services to meet the requirements of the Home Energy Conservation Act 1995 be approved.

2. That an annual budget of £10,000 be considered in the context of the Revenue Budget 1998/99 to cover costs arising from meeting the authority's obligations under the Act.

3. That a progress report be presented to this Committee prior to the submission of each yearly Home Energy Conservation report, including an energy efficiency profile of all residential property in Waveney.
