V25-657 : SHIP TO SHIP TRANSFER REGULATIONS
The Committee considered the report of the Director of Community Services which advised that the Marine Safety Agency had commenced a consultation exercise on legislation to control the transfer of cargo, stores or fuel between ships at sea. The Regulations proposed that ship transfers should be limited to two areas, one being between 9-12 miles off the coast of Southwold. It appeared that there would be little risk of shoreline oil pollution, as transhipments were rare, and if any oil spillage did result it would be likely to drift away from the coastline in a north east direction. However, the potential of an incident during transhipment leading to substantial coastal pollution could not be discounted. RESOLVED
That the County Emergency Plans Officer be informed that the Council believes there is no need to change its current arrangements in respect of oil pollution response.
