V25-64 : W4719/12 - KIRKLEY RECREATION GROUND, WALMER ROAD, LOWESTOFT
Application for enhancement of existing recreation ground to include new changing and social facilities and all weather running track. The Director of Planning and Building Control reported that this application would provide improved facilities at the site which were greatly welcomed. Benefits would include increased on-site parking which should have a beneficial effect on parking in Walmer Road, a more attractive and better appointed club pavilion, greatly improved athletes facilities including a synthetic track and an improved, safer access road. The application had been preceded by extensive consultations with local residents including two public meetings. There had been five replies to the consultations, one against the proposal, saying that a green field site would be better, and four in support of the application but with concern raised over parking in the area, noise from public address system and the doors of the pavilion opening away from the direction of houses. The Director of Planning and Building Control commented that great care would need to be taken to ensure residents to the north and south of the site were adequately protected from undue floodlight glare. Most of the floodlights did not point in the direction of houses, and two which did were at a distance which should lessen the effect of the lights. However, use of the floodlights would be limited to 8 occasions per year in order to gauge their effect on residents. There would also be a switch-off time of 9.30 pm. RESOLVED
That planning permission be granted to application W4719/12, subject to appropriate consultation and limited use of floodlights.
