Construction of restaurant with drive-thru facility and associated landscaping and parking. The above two items were considered together as they related to the same application site. The Director of Planning and Building Control reported that there was no policy objection to the principle of this proposal, however, a landfill gas presence was a serious problem which needed to be overcome to assess whether the scheme was unviable. The applicant's agents had reported that they would be able to extract all the gas, and had done so in other areas. The Director of Planning and Building Control also considered it important that the tree belt was conserved and the site was not opened up. The Director of Community Services felt the site to be overly cramped with inadequate service arrangements and concern regarding internal traffic circulation. There had been five objections from local residents concerning extra noise disturbance, traffic in an already busy area and increased traffic on Arbor Lane. The Director of Planning and Building Control advised that the application was seen as a roadside facility such as a petrol station rather than a destination, and therefore little extra traffic would be generated on nearby roads. Members were concerned that residents living along Arbor Lane would be likely to use the restaurant on a regular basis, thus increasing traffic on this very narrow road. They accepted, however, that there were no planning reasons to turn the application down, but that discussions could take place to negotiate matters such as the screening of the site. RESOLVED
That consideration of applications W3250/35 and W3250/36 be deferred for further negotiations with the applicant.
