Application for conversion of existing buildings into church centre with training facilities. The Director of Planning and Building Control reported that this application included a building which could seat 350 people. To accommodate this capacity a minimum of 79 parking spaces would be required on the site, however, the site had only 22 parking spaces. Surrounding companies had offered the use of their car parks and forecourts during working hours, which would provide enough car parking. However, roads around the site were still likely to become over-full of parked cars on occasion and he recommended refusal. The Chief Executive added that if the companies were to withdraw their offer, which they were at liberty to do at any time, there would be significant parking problems on the site. Councillor R Carter commented that, as all the cars would be there for the same purpose, it would be possible for them to double park on the wide access roads which were generally not congested as they would all be leaving at the same time. Councillor Gower felt that as the site was not a residential area on-street parking would not affect anyone and may cut down the amount of cars racing through the estate. The Director of Planning and Building Control considered that the amount of cars which would be parked in the area would inhibit accessibility, and advised that it would be unwise to go against usual policies; he strongly recommended refusal. However, members were satisfied that the parking requirements could be met without causing undue difficulties. RESOLVED
That planning permission be granted to application W258/7.
