V25-579 : W4186/7 - FORMER MILK MARKETING BOARD SITE, RINGSFIELD ROAD, BECCLES
In November 1993 planning permission was granted for the use of part of the former milk marketing board site on Ringsfield Road for the storage and repair of wooden pallets and boxes. The consent was subject to several conditions including the erection of 3 metre screen fencing around the site, no materials to be stacked or deposited in the open in excess of 3 metres, and no burning of material on the site or adjoining land within the applicants control. The Director of Planning and Building Control had received a complaint that pallets were being stacked in excess of 3 metres and bonfires had taken place on the land behind the site. Both of these actions were contrary to conditions imposed with consent W4186/7. Following a site visit the height of the stored pallets was immediately reduced, however the site operator did admit that bonfires had taken place on the meadow behind Meadow Close. The site operator appeared willing to comply with the conditions of his consent but there had been complaints in the past regarding these matters, so if further breaches occur action could be justified. RESOLVED
1. That the Chief Executive be authorised to serve a Breach of Condition Notice and to take all pursuant action should pallets be stored at a height in excess of 3 metres and materials burned on land adjoining the site contrary to consent W4186/7, relating to part of the former Milk Marketing Board site, Ringsfield Road, Beccles. 2. That the site owner be informed of the above recommendation and reminded of the planning conditions of consent W4186/7.
