V25-57 : SITE AT BOULTON & PAUL, WAVENEY DRIVE, LOWESTOFT
Members were reminded that the above application was considered by this Sub-Committee on 10 December 1996 and by the Development and Operations Committee on 18 December 1996 where approval was given to an overall package which secured the long term future of the Boulton & Paul factory. Discussions then took place with Boulton & Paul with a view to resolving the agreement necessary to give effect to members' resolution. However, prior to completion of the agreement Boulton & Paul were taken over by the Rugby Group. Discussions had taken place with the Rugby Group and officers have undertaken some work into its financial position. The Rugby Group was a multi national company which had significant assets and was not in the same financial position as Boulton & Paul. Discussions with the Rugby Club had revealed that the decision to give planning permission or indeed the grant of planning permission would have no effect on its ultimate decision for the future of the Lowestoft factory. It had been confirmed in writing by the Rugby Group that given the co-operation expected from the workforce it was unlikely that the factory would be earmarked for closure. Officers therefore considered that the whole basis of the decision to give the residential permission to Boulton & Paul had been overtaken by the subsequent acquisition by the Rugby Group and the changed financial climate affecting the company. In these circumstances it was considered that Boulton & Paul and Persimmon, the joint applicants, should be asked to withdraw the planning application and in the event that they chose not to do so that officers be delegated to refuse the application. RESOLVED
1. That Boulton & Paul and Persimmon be invited to withdraw planning application W3415/24. 2. That in the event that Boulton & Paul and Persimmon decline to withdraw the planning application the Director of Planning and Building Control be given delegated authority to refuse the application.
