V25-544 : THE NOLAN COMMITTEE'S THIRD REPORT
STANDARDS OF CONDUCT IN LOCAL GOVERNMENT
At minute V24-282/12 this Committee considered the Nolan Committee's consultation document on its study into Standards of Conduct in Local Government.
Following this, on 8 July 1997 the Prime Minister presented to Parliament the Third Report "Standards of Conduct in Local Government" of the Committee on Standards in Public Life. In presenting the Report the Prime Minister accepted the Committee's conclusion that now was the time to make a new start on the ethical framework for local authorities. Accordingly, the Government intended to work in partnership with local government - consulting widely as proposals were developed - to establish such a framework for local authorities guaranteeing the highest standards of conduct.
As a first step, the Government was now inviting comments on the Report's specific recommendations. The Chief Executive welcomed the recommendations and asked members to advise him, in writing, of any comments they wished to see incorporated into a response. In particular, the Committee reiterated their previous view that members allowances should be set nationally.
RESOLVED
That the Chief Executive compile a response to the Government on the Nolan Committee's Third Report incorporating any issues raised by the Committee.
