V25-503 : MEMBERS' ALLOWANCES

Notification had been received of changes to the maximum levels of travel and subsistence allowances payable to Councillors. The new allowances had effect from 1 April 1997.

The Council determined its level of travel allowances at the last meeting of this Sub-Committee. With regard to subsistence allowances, in accordance with previous policy, these were updated to the new maximum as follows:

(a) Day Subsistence: £ £
Breakfast allowance (absence before 11 am) 4.48 (4.31)
Lunch allowance (includes absence between
12 noon and 2 pm) 6.17 (5.93)
Tea allowance (includes absence between
3 pm and 6 pm) 2.43 (2.34)
Evening meal allowance (absence ends
after 7 pm) 7.64 (7.35)

(b) Overnight Subsistence:
In London or at the annual conference of
the Local Government Association 82.92 (79.60)
Elsewhere 72.71 (69.80)

All other conditions regarding the payment of subsistence allowances remained as stated in schedule 4, Section 3 of the Members' Handbook.

The Members' Allowances Scheme was amended at the last meeting of this Sub-Committee had to be published. This could be achieved by inclusion of the amended scheme on the open part of this Sub-Committee's agenda.

RECOMMENDED

1. That the Waveney District Council Members' Allowances Scheme as amended on 20 May 1997 be approved in satisfaction of the publication requirements.

2. That the subsistence allowances be increased with effect from 1 April 1997 to the maximum rates specified in the Appendix to Circular 1/86 issued by the Department of the Environment.
