Application for erection of poultry unit.

The Sub-Committee were reminded that this application was deferred at the last meeting as comments from the Environment Agency and Environmental Health were awaited.

The Director of Planning and Building Control reported that since the last meeting negotiations had been held regarding the outstanding issues of landscaping, drainage, and the disposal of dead birds.

The Director felt that a firm commitment was needed from the applicant to complete any required landscaping, as works from a previous permission in 1994 were still outstanding. The applicant had promised to implement a comprehensive landscaping scheme before the end of February, although no progress had been made to date.

A neighbour had raised concern with the existing surface water run off, and similar concerns were also expressed by the Environment Agency and Parish Council. The Environment Agency had carried out further inspections and had agreed a solution with the applicants. This would involve the roadway section being built up and a channel formed to take run off to a collection point to the north, which would then be pumped into the fields.

Dead birds were currently disposed of by placing them in a trailer, and when full, its contents where buried in a field or covered with manure. The Director of Housing and Environmental Services recommended a proper means of disposal, and the Environment Agency suggested that a small incinerator should be provided.

The Sub-Committee were minded to approve this proposal on the above basis, but considered that the application should be further deferred until the end of the planting season when confirmation of the landscaping scheme and the method of dead bird disposal could be made.

RESOLVED

1. That consideration of application W5434/8 be deferred for further negotiations.

2. That the Chief Executive be authorised to serve a Breach of Condition Notice and to take all pursuant action to secure compliance with the landscaping requirements of the previous permission.
