Application for conversion of barn to dwelling (revised scheme).
The Director of Planning and Building Control advised members that approval for converting this barn to a dwelling was given in 1991. Some work had begun but the applicants now wished to revise the scheme by altering the barn doors, inserting a first floor, and closing the original barn opening. These revisions would result in a loss of light in the dwelling and it was proposed to place a glazed outset at the rear of the barn to allow for this. The Director considered that this new proposal would result in excessive areas of glazing which would detract from the character of this fine barn. A glazed roof on the outset would necessitate the removal of roof beams to allow natural light to penetrate the barn, and this would damage the original roof structure. He had suggested to the applicants that the outset be thatched but no agreement had been reached. However, the applicants had indicated that they would give serious consideration to a thatched roof if the glazing were not approved. This proposal was contrary to the barns policy and the barn's internal character would be lost; he recommended refusal. The Parish Council's observation was for approval. RESOLVED
That the Director of Planning and Building Control be given delegated authority to grant planning permission to an amended application W2351/3, with a thatched outset.
