MONITORING BY ENVIRONMENTAL HEALTH AND LICENSING SECTION
The following item was considered as a matter of urgency, under the statutory provision accorded to the Chairman, following recent monitoring by Environmental Health Officers at Piper's Club, Burnt Hill Way, Lowestoft. In April 1997 Planning Sub-Committee No. 2 had refused a first floor extension to this private members' club. It had been noted that the use of the existing building was undergoing changes which, while staying within the overall planning use, had given rise to complaints from local residents. These centred on the gradual transformation of the existing snooker room to a functions area, leading to increased noise levels. Planning officers had alerted those in other relevant departments and begun a co-ordinated response. The Director of Housing and Environmental Services had reported complaints of noise nuisance from residents resulting in two threats of an abatement notice. The result was that ensuing weekends had been much quieter with no repeated complaints. The Licensing Officer had reported that no approach or application had yet been made for a Public Entertainment Licence. None was needed unless the public, as opposed to members, were admitted and entertained. Planning officers had discussed methods of improving sound insulation with the owner, who now seemed convinced of the need to control noise at source and said he was unlikely to appeal against the recent refusal. RESOLVED
