V25-316 : W4555/29 - LOWESTOFT COLLEGE - REMOVAL OF TEMPORARY CLASSROOMS COMPL

The Director of Planning and Building Control reported that members of Planning Sub-Committee No. 1 had asked to be kept informed and to vet the details reserved by the overall permission for the above issued in May 1996. In December it was announced that the College's bid for European Objective 5b funding had succeeded and that construction could commence in the Summer of 1997.

Details had now been received for all of the works and these were shown to the Sub-Committee. The main two-storey teaching block's form and footprint were much the same as sketched at approval stage. However, the proposal of alternative panels of grey brick on curtain walls with full height grey glass windows and a sheet metal roof had been dropped. The details now showed a more traditional red brick building with conventional, separate windows for each storey under a grey concrete tiled roof. The building had been further resited to maximise distance from residents in Newson's Meadow to the west. To eliminate overlooking risk, glazing conditions were needed. The proposed, much smaller, single-storey nursery unit was in closely complementary form and materials.

The college no longer required a temporary replacement area in the car park beside the Maritime Studies block for portable classrooms during the construction stages, greatly reducing the car parking deficiency during the building phases. Members suggested that temporary parking should be provided for construction workers so as not to use up the already restricted parking on the site.

RESOLVED

That the details required by conditions of permission W4555/29 for Lowestoft College expansion be approved, subject to a condition that first floor windows in the west elevation of the teaching block be obscure glazed.
