LISTED BUILDING APPLICATION FOR INTERNAL ALTERATIONS
The Director of Planning and Building Control reported that at minute V24 - 486/2, Planning Sub- Committee No. 1 had refused application W12371/11 for the conversion of the main 3-storey non-listed buildings to flats because of continuing fears about smell and other nuisance from adjacent industry. It was also felt that the resulting living accommodation would not be satisfactory in this location and would cause access and parking conflicts. At the same meeting, a separate application was considered. This proposed to raise the ground floor ceiling and remove 40% of the interior partition walls of the Grade II former fish house built in 1676 at the very rear of the site. The aim was to attract commercial storage users, but initially it would be used in connection with the owner's bed business. At present the building was not in use and would continue to deteriorate if uneconomic. The applicant felt that the application was 'swept up' with the more major refused scheme for the non-listed buildings. The minute recorded that both were refused, although a refusal notice has only been issued in respect of the main scheme, to date. The officer recommendation in January was to approve in principle only. This would give prospective users confidence that some alterations could be made. However, it was considered better to argue details only when specific user requirements were known rather than alter the building now, only to find further changes were then needed. RESOLVED
That the Director of Planning and Building Control be given delegated authority to grant Listed Building consent to application W12371/12 upon receipt of a detailed application.
