Application for the erection of a detached double garage and extension to existing house. The Director of Planning and Building Control reported that this proposal was for a large two storey and single storey rear extensions, a two storey front extension and a detached double garage in the front garden. A tree preservation order covered the site, and although the garage would not be overly prominent in the street scene, its siting would unacceptably impact upon the root and canopy systems of a protected tree. The rear extension would result in the loss of a further protected tree. There was limited impact upon the neighbouring properties in terms of loss of natural light and sunlight to the first floor windows. However, these were secondary windows to rooms which had their main windows in the rear elevations, and in the opinion of the Director of Planning and Building Control the impact was not sufficient to justify refusal. There had been 14 confirmed objections received. These objections included the extension not being in keeping with surrounding properties, loss of trees, setting a precedent for further extensions in the area, alteration to the character of the property and loss of light. The recommendation of the Director of Planning and Building Control was for approval of the main extensions, as the distance from neighbouring properties would absorb their size, and any trees involved were not overly worthy of protection. However, the double garage should be amended or deleted. Many members agreed that improvements and extensions to the property would be acceptable and were not opposed to large houses in this area, provided the design was in keeping with other properties. However, other members felt that the extensions were overly large and not the best option for the property. The Sub-Committee was in agreement, however, that the double garage was not acceptable. Refusal had been moved and seconded, and the Director of Planning and Building Control and the Chief Executive advised that if the application were to be refused clear reasons for refusal would need to be given on justified planning grounds. Members accepted officers' concerns and the proposed and seconded refusal was withdrawn in favour of a site visit. RESOLVED
That a site meeting be held at the location of application W16773, and attendance be authorised as an approved duty. The meeting was concluded at 9.00 pm.
