V25-217 : DISCRETIONARY HOME REPAIR ASSISTANCE HOUSEBOATS

The Sub-Committee were advised that the Housing Grants, Construction and Regeneration Act 1996 introduced a form of grant which a Local Authority may make available to the residents of houseboats. To date three enquiries for possible grant for works which the residents considered necessary had been received. The Sub-Committee was requested to consider whether this form of "housing accommodation" could be considered satisfactory and whether its encouragement by way of public finance was appropriate.

The Director of Housing and Environmental Services had contacted South Norfolk District Council, Broadland District Council, Norwich City Council, The Broads Authority and the Chartered Institute of Environmental Health to obtain details of their policies regarding this matter, and their views were relayed to Sub-Committee.

RESOLVED

That general policy be that houseboats are not considered for Discretionary Home Repairs Assistance Grants.
