V25-170 : FLOTILLA OF SAILS - ARTS COUNCIL GRANT

At minute V24 - 398/10 it was reported that a grant of £70,000 had been agreed from the National Lottery fund to finance feasibility studies into the development of a Public Art Plan and to look into the technical feasibility of creating the Flotilla of Sails design in glass.

The first study, costed at £20k, was to produce a Public Art Plan which would consider ways that the North Denes and surrounding area could be developed using both public and other art forms as the basis. There were several good examples throughout the country where public art had been used as a catalyst to regenerate areas for tourism and community use. The key to the development plan would be the involvement of local artists and the community. Full consultation would be carried out as part of the study. The consultant engaged to undertake this work had, under the terms of the grant, to be approved by the Arts Council.

The consultant appointed would be the lead consultant who, with the Council's direction, would appoint the consultant to undertake the second study into the technical feasibility of a glass 'Flotilla'.

This second study was costed at £50k and was to be an investigation into the technical feasibility of building hopefully the tallest glass structure of its type in the world. As this would be at the leading edge of known technology, consultants employed would have to be of a specialist nature. The study would have to consider all aspects of construction, materials and fixings and the way in which the structure would react to its environment.

RESOLVED

That specialist consultants be appointed to undertake the feasibility studies into the production of a Public Art Plan and the technical feasibility of building a glass 'Flotilla of Sails'.
