V25-1616 : THE COMMUNITY NOISE POLICY
This report of the Director of Housing and Environmental Services summarised national and local developments in noise control, and examined the various Council departments' activities in this area. A recent Government Working Party Report and published professional guidance recommended that Local Authorities consolidate these services into one policy and strategy, and a Community Noise Policy had been produced. RESOLVED
1. That the Community Noise Policy, as set out in section 6 of the report of the Director of Housing and Environmental Services, be adopted. * Policy Decision
2. That a strategy for noise control be produced for endorsement by Management Team, to include the following: (a) evaluation of the need for out-of-hours noise control services at times other than the summer months; (b) production of noise information leaflets for the public, e.g. "Waveney's Noise Service", "Audible Intruder Alarms", "Noise from Building/D.I.Y. Activities" etc; (c) development of a mediation service to facilitate customer self-help; (d) agreement to common procedures for community noise control services; (e) identify opportunities to promote "good neighbour" schemes or similar to encourage responsibility to others. 3. That the Head of Environmental Services liaise with Suffolk Constabulary to develop and implement guidelines for joint noise services and to monitor their effectiveness. 4. That the Environmental Services Division operate a weekend evening out-of-hours noise service for a further period of five months commencing 1 May 1998. 5. That the Director of Housing and Environmental Services prepare a report on the budget implications of the above and report back to a future meeting of the Committee.
