V25-1559 : LOWESTOFT YACHT MARINA DEVELOPMENT
The report of the Director of Community Services provided a progress update on the contract for the above. It was anticipated that works to construct the infrastructure within the Yacht Marina would have finished in January, but an extension of time had been issued to allow additional works to be undertaken. The original contract tender of £1.286m was likely to be exceeded by £91,000 as a result of these additional works, and the funding arrangements to cover this additional cost were outlined. The boundary refurbishment works to the Yacht Club walls was due to start on 2 March 1998. As the Council had agreed to supervise the construction works and act as Planning Supervisor it was considered advantageous for the Council to act as the employer in the JCT Agreement with the Contractor. The Yacht Club had to issue an indemnity to Anglian Water, as the walls would be built over a public sewer, and had requested a similar indemnity from the Council. Due to time constraints the Director had agreed this in consultation with the Chairman. RESOLVED
1. That the report of the Director of Community Services on the progress of the Lowestoft Yacht Marina Development be received, and that the action of the Director of Community Services in consultation with the Chairman, in authorising additional works, be confirmed. 2. That authority be given for the Council to act as employer on behalf of the Royal Norfolk and Suffolk Yacht Club in connection with the JCT Agreement for the boundary refurbishment of the Royal Norfolk and Suffolk Yacht Club's walls. 3. That the action of the Director of Community Services, in consultation with the Chairman, in issuing an indemnity to the Royal Norfolk and Suffolk Yacht Club in connection with the design and construction of the boundary walls be confirmed. (Councillors J. Winterton and R. Winterton declared an interest in the above item and left the room during the debate).
