V25-1532 : REPLACEMENT COUNTY STRUCTURE PLAN - TRANSPORT CHAPTER

The report of the Director of Community Services considered the County Council's development of a Transport Strategy and the proposed Transport Chapter in the Replacement County Structure Plan. Within Waveney, the County Council intended to promote a passing loop at Beccles on the East Suffolk Link, Phases 3, 4 and 5 of the Lowestoft Northern Spine Road, Lowestoft Southern Relief Road and related measures, and Carlton Colville Bypass Phase 2.

The Waveney Local Plan Panel would be considering the Replacement County Structure Plan in coming months and there would be the opportunity for the Council to make Transport related comments at the TPP Conference in April.

Members were disappointed at the abandonment of the A146 Barnby - Carlton Colville Phases I and II and the likelihood of the same fate befalling the A144 Bungay Bypass, A144 Halesworth Southern Relief Road and A145 Beccles Southern Bypass, and felt that a comprehensive public transport system would be necessary to ensure continued adequate access to the rural communities.

RESOLVED

1. That the County Council's proposals to promote a passing loop on the East Suffolk Line at Beccles, Phases 3, 4 and 5 of the Lowestoft Northern Spine Road, Lowestoft Southern Relief Road and Related Measures, and Carlton Colville Bypass Phase 2 be welcomed.

2. That the Waveney Local Plan Panel consider the proposed Transport Chapter as part of an overall assessment of the Replacement County Structure Plan and prepare a response to the County Council.
