V25-1530 : QUESTIONS

Under standing Order 1.6, Councillor Gower submitted the following question:

"A resolution of this Committee appeared as follows on the Council Agenda of 30 July 1997 (Item 400 Lake Lothing Area 1):

That the Lowestoft Partnership Joint Panel be requested to consider funding and implementing a general Traffic Impact Assessment for Area 1 of Lake Lothing, as defined in the plan accompanying the report.

Could I be told please of the date the request was made to the Joint Panel, the date on which the Panel considered the request, and the outcome of such consideration?

As the lack of a TIA is being cited as the reason for refusal of planning applications in this area (see Head of Planning's letter to Mr. I. Garrett of 30 October 1997) what steps are being taken to actively promote the development of this long neglected area?

The Chairman of the Committee gave the following reply:

"The resolution referred to by Councillor Gower has not yet been put to the Lowestoft Partnership Joint Panel. It is to be included on the agenda for the next meeting which will be held on 3 April.

The matter has been considered by the Lowestoft Partnership Joint Officer Steering Group which is unanimously recommending to the Joint Panel that no assistance should be made available as there are doubts about the legality of either of the Councils undertaking work that is essentially for the benefit of a private individual. In addition, at a time when resources are scarce, it would be difficult to justify spending money on work that would not lead to any direct public return and which should be undertaken at private expense as part of the normal planning application process."
