V25-1518 : W17006 - FORMER COSTCUTTERS STORE, SWINES GREEN/RIGBOURNE HILL, BECC

Application for single storey rear extension, shopfront alterations and roller shutters, and 24 hour opening.

The Director of Planning and Building Control reported on negotiations, as the rear extension of the original application was close to a protected hedge. The extension had now been scaled down to four metres and would not affect this. The observation of the Town Council was for approval, but only to 10 p.m. Neighbours objections were reported.

Members felt that the application presented an opportunity to make the site more attractive by the inclusion of a pitched roof to the building. No objections to the roller shutters were raised, whilst it was felt any future approval should limit the opening times from 6 a.m. to 10 p.m.

RESOLVED

That planning application W17006 be deferred for further negotiations on the incorporation of a pitched roof into the scheme.1519 W17008 - JUBILEE HOUSE, GREEN LANE, REYDON

Application for a two-storey rear extension.

The Director of Planning and Building Control reported on negotiations with the applicant to reduce the impact of the original scheme which would have resulted in serious loss of outlook to the rear of an adjoining property. The Parish Council had no objection. The neighbour's objection to the initial scheme was reported, whilst on re-consultation he felt the new scheme had a reduced impact and was preferable to the original.

RESOLVED

That planning permission be granted to the revised scheme for application W17008.

1520 W8878/9 - FOUR GABLES AND ADJOINING ANNEXE, BRIDGE STREET, HALESWORTH

Application for removal an occupancy restriction at Condition 2 of W8878/4.

The recommendation of the Director of Planning and Building Control was on balance for approval. Although the proposal would result in a separate dwelling with no amenity space and poor access, the need to keep buildings in use, combined with the special character of the area, warranted a flexible approach. The Town Council were against the occupancy restriction being lifted and suggested refusal. Neighbours concerns were reported on overlooking should any more windows be added to the property.

Ward members confirmed that legal and access issues had now been clarified and the Town Council were now of accord.

RESOLVED

That planning permission be granted to application W8878/9.

1521 W13257/9 - PLOT 1, BLYTH ROAD INDUSTRIAL ESTATE, HALESWORTH

Application for the erection of a warehouse/offices and associated works.

In view of published abandonment of Phase II of the Halesworth Relief Road, the recommendation of the Director of Planning and Building Control was for approval. The application would see existing jobs secured, with the possibility of the creation of up to ten new jobs.

Members asked for confirmation that the Phase II had been abandoned. The phrase stemmed from the County's 1978 structure plan, and had also been incorporated into the adopted Waveney Local Plan. Although the recent meeting of the Plan Panel suggested that the wording 'abandoned' be altered to 'postponed', the forthcoming revision of the County Structure Plan would see the road listed amongst those schemes never likely to come to fruition.

The Chief Executive advised that in view of the facts presented, any refusal could now be seen as unjustified, and could result in the serving of a Blight Notice by the applicants. Members asked that adequate screening measures be included as nearby sites left something to be desired.

That planning permission be granted to application W13257/9, subject to conditions including adequate screening at the entrance to the site. 1522 W2923/7 PRIME AND COWLES GARAGE SITE, MARKET PLACE, HALESWORTH

Application for Conservation Area Consent to demolish existing buildings.

Application to construct 10 retirement dwellings

The Director of Planning and Building Control considered that the application would provide an attractive scheme complying with Policy H7 (Urban Consolidation) of the adopted Waveney Local Plan, and would enhance the Conservation Area by removing an incongruous building and an unsympathetic use.

The observation of the Town Council was for refusal on overdevelopment, car parking and access grounds. The Director considered that a retirement housing scheme for those 55 and over would generate less traffic than a conventional residential development, and would replace a fairly intensively used commercial car repairers business. The concerns of a neighbouring business commencing at 4.30 a.m. were noted and the applicant would advise all potential tenants of this.

Ward members were less enthusiastic that the site should be solely for the elderly, especially as the proposal included three-bedroomed properties at the rear. The Sub-Committee had no problem with the concept of development and indeed found the proposal for the front elevation of the scheme most attractive, but felt that a scheme for an across the board age range of occupancy would be more acceptable.

RESOLVED

That Conservation Area Consent for demolition and planning permission be refused to application W2923/8.

1523 W13892/4 - SAINTS GARAGE, SOUTH ELMHAM ALL SAINTS

Application for renewal of Consent W13892/2, siting of a mobile home.

The revised recommendation of the Director of Planning and Building Control was for approval, following receipt of a letter from the applicant stressing the continued need on security grounds. The applicant also included that he hoped to purchase the site within the next two years, and then perhaps a more permanent dwelling could arise. The observation of the Parish Council was that the overall site had become an eyesore, and for the refusal of any further time period for the mobile home.

RESOLVED

That planning permission be granted to application W13892/4, temporary for a further two years.

1524 W9184/5 - SOTTERLEY END FARM, HENSTEAD

Application for change of use to light industrial units.

The recommendation of the Director of Planning and Building Control was for approval, personal to the applicant. Although in accordance with Local Plan and national policies, it was important to protect the amenities of the adjoining farm bungalow. The Parish Council had no objections, but were also concerned on increase of noise and traffic on nearby bungalow.

The Director detailed that the application was for storage and repair of Civil Engineering vehicles, and that making of the permission personal to the applicant could result in a reduction in Highways measures originally considered necessary, which would have meant the removal off over 200 metres of hedging. Approval could also result in the creation of five extra jobs. RESOLVED

That planning permission, personal to the applicant, be granted to application W9184/5.

1525 W16995 - LAND AT THE STREET, WISSETT

Application for installation of a flood warning equipment kiosk.

The Director of Planning and Building Control reported on negotiations with the applicant for an alternative locations, but for supply purposes the kiosk needed to remain on the same side of the bank as originally proposed. The Parish Council were concerned that the site originally chosen would be a visual intrusion on an open grass verge.

RESOLVED

That planning permission be granted to the original location for application W16995, or any other that compromised both applicant and Parish Council.

1526 W17010 - 2 HOLTON TERRACE, HOLTON ROAD, HALESWORTH

Application for Listed Building Consent, first floor extension.

Application for a first floor extension.

The recommendation of the Director of Planning and Building Control was for refusal, as the proposed extension would result in an unacceptable loss of light and outlook to the rear of the adjoining dwelling. The original observation of the Town Council was for approval but revised to refusal after viewing. A neighbour's objection was reported.

RESOLVED

That Listed Building Consent and planning permission be refused to applications W17010 and W17010/1.

1527 W12973/6 - SPEXHALL MANOR, WASH LANE, SPEXHALL

Application for a new access drive and rebuild cottage.

The recommendation of the Director of Planning and Building Control was for approval. The proposal was intended to improve the approach to Spexhall Manor, and to effectively relocate the cottage to a site not liable to flooding. The Parish Council had no objection.

RESOLVED

That planning permission be granted to application W12973/6.

1528 W14352/7 - LAND AT PINBUSH ROAD, SOUTH LOWESTOFT INDUSTRIAL ESTATE, GISLEHAM

Application for the erection of 21 managed workshop spaces with communal facilities.

The recommendation of the Director of Planning and Building Control was for approval, as the applicant's drawing had subsequently demonstrated that parking standards could be achieved. The Parish Council had no objection.

RESOLVED

That Suffolk County Council be informed that this Council has no objection to application W14352/7.
