V25-149 : BECCLES TRAFFIC MANAGEMENT REVIEW - PROPOSED ROAD TRAFFIC REGULATION

The Committee were reminded that in May 1994 a meeting took place at Beccles Town Hall to discuss traffic management issues relating to Beccles. Representatives from Waveney District Council, Suffolk County Council, Beccles Town Council, Suffolk Constabulary and the Beccles Society attended the meeting.

Suffolk County Council subsequently worked on proposals which they felt necessary as a result of issues raised at the meeting. A letter and documents submitting their proposals for consultation by the Director of Community Services arrived on 18 April 1997, requiring formal comments by 30 April 1997. This was considered an impossible timescale to be met.

In addition, the Director of Community Services had been discussing with the County the introduction of a residents' parking scheme in Beccles. Unfortunately, one of the submitted proposals in the County's scheme included a residents' parking scheme. This, if implemented by the County, would negate any hope that this Council had for introducing a scheme. Residents' Parking was a function that the County had delegated to the District Councils, thus the proposals seemed to conflict with this objective.

Beccles Town Council had also received a copy of the proposals and were proposing to submit an objection back to the County Director of Environment and Transport.

RESOLVED

1. That a formal objection be submitted to Suffolk County Council on the grounds of insufficient time for formal consultation.

2. That a secondary objection be lodged on the grounds that the proposals conflict with the powers delegated to District Councils to introduce residents' parking schemes.
