The Director of Planning and Building Control informed members that following negotiations a satisfactory arrangement had still to be reached. The applicant was reminded that the previous Enforcement Notices would come into effect in May 1998. Further negotiations would be held, and a full report made to the next meeting of the Sub-Committee. RESOLVED

Application for change of use of No. 15 to betting office and Listed Building Consent, internal alterations to Nos. 15-17. W13200/4 - 15-17 NEW MARKET, BECCLES
Listed building consent for change of use and alterations to form betting office. The recommendation of the Director of Planning and Building Control was for refusal. The use was acceptable, but the open plan proposal would involve substantial removal of the gable end structure of a Listed Building. The Conservation Officer had suggested an arched scheme where much less of the structure would need removal, and it was suggested that the applicant to be asked to consider the amended design. The observation of the Town Council was for approval. RESOLVED
That planning permission and Listed Building Consent be refused to applications W13200/3 and W13200/4 respectively. 1484 W7589/24 - METTINGHAM CASTLE, METTINGHAM
Application for conversion of building to residential study centre.
The recommendation of the Director of Planning and Building Control was for approval, as use on a larger scale had already been approved on appeal. This proposal was a smaller and more well thought out use involving only the former sprout processing factory. The Parish Council had made favourable comments and did not object. One neighbours objection was reported on encroachment grounds not affecting this application. RESOLVED
That planning permission be granted to application W7589/24, subject to parking, turning and disabled access. 1485 W16992 - 1 CHURCH ROAD, FLIXTON (WEST)
Application for change of use of domestic garage to include service and repairs to cars. The recommendation of the Director of Planning and Building Control was for approval for five years, personal to the applicant. This was a small scale specialist use not giving rise to complaint, but any increase in scale would not be acceptable. The Parish Council had no objection as existing, but were concerned that the size of the business should not increase, and that there should be no panel beating, spraying or body welding on the premises. The Director was satisfied that the scale of operation and nature of the business would not produce this. RESOLVED
That planning permission be granted to application W16992, temporary for five years and personal to the applicant, subject to no increase in the scale of the business, and no panel beating, spraying or welding to be undertaken on the premises. 1486 W186/8 - RIVENDELL, BACK LANE, LOUND
Application for removal of condition 4 of W186/6 - fitting of obscure glass to first floor window. The recommendation of the Director of Planning and Building Control was for refusal. There were no new arguments put forward to a proposal previously considered and refused, and dismissed on appeal. The observation of the Parish Council was for refusal, as the window overlooked the adjacent property and clear glass would infringe upon the neighbour. The Ward member asked that a site meeting be held so that members could see for themselves if any new consideration needed to be taken into account. The Director felt this unnecessary. A previous Enforcement Notice served after the insertion of reeded glass considered inappropriate had been fitted was still pending, and no differing more opaque style of glass had been fitted since the appeal dismissal. RESOLVED
That planning permission be refused to application W186/8.
1487 W16989 - 6 STROWGERS WAY, KESSINGLAND
Application for a detached building and extension to conservatory.
The recommendation of the Director of Planning and Building Control was for approval. The Parish Council concurred with this view. One neighbours objection was reported on loss of light, which the Director considered minimal. RESOLVED
That planning permission be granted to application W16989.
1488 W5276/41 - BUXTED CHICKEN LIMITED, FLIXTON (WEST)
Application for extension to chicken processing factory.
The recommendation of the Director of Planning and Building Control was for approval, as this extension to the existing factory would not increase throughput, but increase the range of finished products. The extension would not add to noise, smell or traffic nuisance. The Parish Council had no objection, but expressed concerns at excessive noise, smell and traffic. Neighbours objections were reported. A letter from Buxted confirmed that all concerns were being addressed, including an upgrade to quieter refrigeration equipment. The Manager of Buxted had also asked that all incidence of his staff speeding through the village to be reported to him. RESOLVED
That planning permission be granted to application W5276/41.
1489 W6598/8 - WORKSHOP UNIT, GRANGE FARM CENTRE, BARSHAM
Application for use of building to manufacture animal pens and enclosures. The recommendation of the Director of Planning and Building Control was for approval for a trial period of two years, subject to access, parking and hours of working. The proposal generally accorded with policy to encourage re-use of redundant farm buildings and enterprise in the country. The observation of the Parish Council had yet to be received. One neighbour, several properties away, had expressed concern at potential noise nuisance. RESOLVED
That planning permission be granted to application W6598/8, temporary for a period of two years, subject to conditions on access, parking and hours of working. 1490 W13728/1 - LAND ADJACENT TO THRESHERS HALL, WANGFORD ROAD, REYDON Outline application for the erection of a dwelling.
The recommendation of the Director of Planning and Building Control was for refusal. This would be a new house in the country away from existing settlement. The applicant's explanation was reported, but sympathy could not justify a clear breach of policy. The observation of the Parish Council was for refusal. RESOLVED
That planning permission be refused to application W13728/1.
1491 W16983 - LAND ADJACENT TO 54 THE STREET, BLUNDESTON
Application for the construction of a detached house and garage.
The recommendation of the Director of Planning and Building Control was for approval, subject to an alternative design with decorative flint panels as now submitted, and siting further forward on the plot to assist with the lighting of the immediate neighbour's property. The observation of the Parish Council was for approval, subject to an alternative front elevation, as the mock Tudor scheme originally suggested was felt to not be in keeping with other buildings. RESOLVED
That planning permission be granted to the amended scheme for application W16983, incorporating decorative flint panels and siting further forward on the plot. 1492 W7117/4 - BOATING LAKES, NORTH ROAD, SOUTHWOLD
Application for siting of mobile trailer for sale of ice cream, Renewal of Consent W7117/2. The Director of Planning and Building Control had brought this item to Sub-Committee for decision in view of the recent Ice Cream trading and By-laws conflict; he recommended approval. The observation of the Town Council was for approval. RESOLVED
That planning permission be granted to application W7117/4.
