V25-147 : A12 TRUNK ROAD MANAGEMENT

The Committee were reminded that on the 1 April 1997 the responsibility for day-to-day management of the Trunk Roads in East Anglia transferred to Owen Williams. Nationally the Highways Agency was streamlining the number of maintenance agents from 91 to 24 in order, it was stated, to repair and improve roads more effectively and provide better value for money.

Ringway Highway Services were contracted to carry out all routine maintenance work and winter salting on the network. Within Suffolk much of the work was likely to be sub-let to Suffolk Highways Contracting and more locally discussions were taking place with Waveney Contract Services.

During the handover it became clear that Owen Williams had not made immediate arrangements to take over horticultural maintenance and in the interim this was being continued by the District Council within Lowestoft. A number of options had been discussed briefly with the consultants including; the District Council taking out a licence to maintain all horticultural areas and thus assist in promoting sponsored landscaping; licences for maintaining selected areas; or the function being completely taken out of the District Council's hands. Owen Williams were preparing a report on the options for the Highways Agency and had asked if the Council wished to enter into a licence to maintain the horticultural areas to the current high standard or to accept the Highway Agency's lower standard. If Waveney were to take a licence to maintain these areas it was not guaranteed that the Agency would make any contribution to maintenance.

RESOLVED

That the Director of Community Services be given delegated authority to negotiate a licence to maintain Trunk Road horticultural areas in Lowestoft, within existing budgets.
