V25-1359 : THE KIRKLEY REGENERATION INITIATIVE - AVAILIABILITY OF GRANT AID
The report of the Chief Executive reviewed the policy in relation to applications for the payment of discretionary grants in the Kirkley Regeneration Initiative area. The existing policy had been successful in controlling discretionary grant expenditure, but was proving too restrictive and hindering the objectives of the Initiative when there were funds available to pay such grants. RESOLVED
1. That the existing Council policy in relation to payment of discretionary housing grants should not apply to applications in respect of any property within the Kirkley Regeneration Initiative Area, for the duration of the SRB Project. 2. That any application in respect of property within the Initiative Area be delegated to the Director of Housing and Environmental Services to determine, for the duration of the SRB Project, the relevant criteria being means testing and the extent to which the application satisfies the requirements and objectives of the Housing Grants regime and, subject thereto, the aims and objectives of the Kirkley Regeneration Initiative. 3. That landlords of property which is let, and thus not owner/occupier, within the Initiative Area be invited to apply for discretionary housing grants on the basis that: (i) In general terms, only applications which will assist with the Conversion of property from single unit accommodation to self contained flats or other suitable forms of family accommodation and which will reduce the density of occupation of the particular property by a factor of 1/3 or more will be approved (subject also to the application meeting the requirements and objectives of the Housing grants regime the financial subsidy regulations and, subject thereto, the aims and objectives of the Kirkley Regeneration Initiative.) (ii) Any application from a landlord be referred to Housing Sub-Committee for consideration and determination. 4. That any application in respect of properties adjoining or in the vicinity of the Initiative Area, e.g Carlton Road odd numbers, Kirkley Run odd numbers, be referred to the Housing Sub- Committee for consideration and determination on a case by case basis. 5. That the new policy be monitored and then reviewed by no later than 31 October 1998 *Policy Decision
