Outline Application for a holiday village.

The recommendation of the Director of Planning and Building Control was for approval, given the allocation of the site for tourism use in the local plan. The Highways Agency had recommended refusal on grounds of highway safety at the junction of Stirrups Lane with the A12, but were unwilling to direct the refusal, consequently leaving the Local Planning Authority unsupported in the event of an appeal.

The Chief Executive advised that the most recent letter from the Highways Agency included reference to the new roundabout to be constructed at Hopton, which would: "provide superior access for development, and enable consideration to justifiable restrictions of movement at Stirrups Lane and other junctions.

The Director reminded members of the applicants' commitment that all traffic would be directed via their other site at Hopton, and a minibus service was to be provided for movements between the two sites, avoiding use of the A12.

RESOLVED

That outline planning permission be granted to application W3898/17.
