V25-1250 : W15951/4 LAND AT CHAPEL ROAD/BECCLES ROAD, CARLTON COLVILLE

The Sub-Committee considered the report of the Director of Planning and Building Control concerning the merits of the planning application for reserved matters for Phase 1 residential development of 192 dwellings as part of the area covered by the outline planning application, which was considered and approved in principle by the Development and Operations Committee on 26 November 1996.

The layout of the development achieved space standards, provided affordable housing and included three play areas. Mini roundabouts would provide traffic calming and there would be a cycleway route. A reasonable depth of screening would provide an attractive entrance to the town.

The report considered that the details were acceptable and recommended that the Director be given delegated powers to approve the development, as and when the outline planning permission was issued upon the satisfactory completion of the outstanding Section 106 Agreement.

RESOLVED

That the Director of Planning and Building Control be given delegated authority to grant planning permission to application W15951/4 upon the successful completion of a Section 106 Agreement in connection with the outstanding outline planning application.
