V25-1249 : W15951/5 CARLTON COLVILLE BYPASS SITE, CARLTON COLVILLE
The Sub-Committee considered the merits of the application for reserved matters for the construction of part of the Carlton Colville Bypass in the light of the Chapel Road/Hollow Lane Development Brief adopted July 1995, and the resolution of the Councils Development and Operations Committee, at its meeting of 26 November 1996, when the principle of residential development and the bypass was accepted, subject to the imposition of appropriate conditions, and the successful completion of a Section 106 Legal Agreement. The Director of Planning and Building Control believed that comments raised by members at previous meetings had been incorporated into the scheme. In addition, 400 properties had been consulted and advertisements had appeared in the press. Issues arising from these consultations had led to: a wide corridor being retained along the corridor for future dualling; junctions designed to accommodate dualling; proposed landscaping along whole of corridor; facilities for buses; bus laybys; a lorry layby; a cycleway route and crossing provisions. A pedestrian bridge had been discounted due to dominance. The developers were willing to delete a lorry parking bay to allow for additional landscaping. An existing layby would be upgraded and lengthened on Beccles Road to the west of the Rookery Park Golf Club entrance, which was further away from residential areas. Members were concerned at the proximity of a play area to the proposed road. The Director had asked for a 1.8m - 2m high close boarded fence around the area, but would go back to the applicant to discuss a wall. The matter would be brought back to the Sub-Committee if there were any problems. Members were also concerned at the possibility of higher levels of traffic in the area, but the Director felt that most traffic from Beccles would travel the usual route through Oulton Broad and the new road would pick up mainly traffic for the new housing development. Signs would also be erected to direct traffic, giving priority to the route through Oulton Broad. RESOLVED
That the Director of Planning and Building Control be given delegated authority to grant planning permission to application W15951/5 as a reserved matter subject to the imposition of appropriate conditions upon the Section 106 Agreement being satisfactorily completed and the outline planning permission formally released.
