The Sub-Committee considered the merits of the outline planning application for residential development and associated works at the above location, in the light of the Waveney Local Plan residential allocation and the Development Brief adopted July 1995.

The Highway Authority was concerned about the proposed 10 individual accesses along Hollow Lane, and recommended a maximum of one access point to serve six dwellings. Objections had been received to the principle of building houses on a greenfield site.

The Director of Planning and Building Control considered that the principle of development was acceptable and therefore recommended that outline permission be granted subject to the imposition of appropriate conditions and the successful completion of a Section 106 Agreement covering a number of requirements highlighted in the body of his report. Members agreed with the requirements, with the addition of preservation of the hedge along Hollow Lane as far as possible.

RESOLVED

That planning permission be granted to application W1119/1, subject to the imposition of appropriate conditions, preservation of the hedge along Hollow Lane, maximum of one access point along Hollow Lane, and the satisfactory completion of a Section 106 Agreement covering the construction of the Carlton Colville Bypass, social housing provision, open space and play equipment, and contributions towards community centre facilities.
