V25-1246 : W12371/4 - 313 WHAPLOAD ROAD, LOWESTOFT
INTERIM USE DURING CONVERSION TO FLATS
At minute V25-1000 it was reported that approval to convert the above building to flats had been granted on appeal. The Inspector did not impose any phasing conditions, and the owner wished to convert the upper floors of the front building first. He wished to continue upholstery and furniture retailing here in the interim, but permission W12371/4 for this use was mostly for the first floor only. The owner had requested that this be amended to transfer the permission to the ground floor. Third parties had been reconsulted and one objection had been received to residential conversion. The present proposal was a minor matter in practice and did not materially affect the merits of the flats conversion. However, it was an opportunity to require some phasing, related to the change. RESOLVED
That the retail floorspace approved under W12371/4 be transferred to the ground floor only of 313 Whapload Road, Lowestoft, subject to the retail use ceasing within two years, if flats have been created elsewhere in the building, and sales being limited to upholstery and furniture.
