V25-1213 : W8686/19 AND /20 - OLD LOTHINGLAND HOSPITAL SITE, UNION LANE, OULTON

The Director of Planning and Building Control reported on negotiations following deferral at the last meeting for investigations into the financial link between the two applications.

During negotiations, the applicant had confirmed that approval of application W8686/19 for residential housing had no direct funding link to the provision of the nursing/residential care facility of application W8686/20. The recommendation of the Director therefore was that application W8686/20 be approved subject to details and conditions, and that application W8686/19 be refused as contrary to Policy LOW12 of the Local Plan. The Director asked that provision be made should the applicant wish for the site of application W8686/19 to now be considered for C2 institutional use also.

RESOLVED

1. That outline planning permission be granted to application W8686/20 subject to:

(i) Reservation of details including number and siting of close support units and landscaping proposals.

(ii) Conditions limiting the use of the W8686/20 development to Class C2 occupation, in which the close support units are integral to that use.

2. That outline planning permission be refused to application W8686/19 as contrary to Policy LOW12.

3. That the Director of Planning and Building Control be given delegated authority to approve any amended application linking the two sites by an application for C2 use in both areas.
