V25-119 : W6791/21 - PHASE 1 PARKHILL/PLEASUREWOOD, YARMOUTH ROAD, LOWESTOFT

Application for construction of 101 dwellings, together with local distributor road and estate roads/sewers, associated open space/play area and landscaping.

This application had been deferred at the last meeting pending a further report on highway requirements in relation to education establishments, and this report was now before members.

The recommendation of the Director of Planning and Building Control was for approval, subject to a Section 106 Agreement securing a temporary pedestrian/cycleway link to Blyford Road. The Highways Agency would contact the DoT to see if access improvements were possible and in particular to negotiate regarding pedestrian access across the A12.

The Director of Community Services reported that the estimated number of primary school children coming from the new estate was 15, and that both the Education Authority and the Road Safety Unit felt that this number could be accommodated by road safety personnel. The Director of Community Services advised that the Council were putting pressure on the County Council regarding this issue, and that the existence of the new estate could give weight to the matter, and that lack of access across the A12 should not be a reason to refuse the application.

Members were minded to approve the recommendation, and the Chairman suggested that a report on progress made with the Highways Agency be made to a future meeting of the Sub-Committee.

RESOLVED

That planning permission be granted to application W6791/21 subject to appropriate conditions and the successful completion of a Section 106 Agreement to secure a temporary pedestrian/cycleway link to Blyford Road.
